Abstract

Estonia’s healthcare system generates extensive data on diagnoses, investigations, procedures, medications, and treatment outcomes, but their use for continuous quality feedback has remained limited. In cardiovascular care, existing quality indicators are clinically relevant but do not sufficiently capture long-term or crossinstitutional care pathways.
This article introduces Andmering, a methodological framework for using routinely collected healthcare data for repeated quality assessment and clinical feedback. The framework builds on the OMOP data layer, which enables data from various sources to be described in a unified
analytical format.
The first area of application is cardiovascular disease. The pilot covers acute myocardial infarction, atrial fibrillation, heart failure, valvular heart disease and familial hypercholesterolaemia, and assesses which quality indicators can be computed from existing data, validated and returned as feedback.
